Indemnity fund.

C.C. Wang called on me yesterday to enquire about fund.

He suggested we should invite W. W. Yen to join board of trustees as he was popular with moderate elements in all parties and would make an excellent chairman. Wang thought he would be willing to serve as he had given up the idea of going to London. Wang also suggested to make board more representative we should invite one or more southerners and mentioned the names of H. Kung and T.V. Soong. Kung is a banker and his wife is sister of Mrs. Sun Yat Sen; Soong is Minister of Finance of the Nationalist government. Wang in- dicated that he himself would be prepared to act as chairman of executive committee: He agreed that Secretary should be British.

He strongly urged that board should be established as soon as possible as Chinese were contrasting un- favourably our prolonged delay in allocating funds with American and Japanese action. He did not anticipate any opposition to appointment to board by Peking govern- ment mandate if personnel on board was really represen- tative. On the other hand there was always the
